[TYPO3-v4] mandatory tooltips in 4.5: option to disable them?

is anybody of the same idea that we need absolutely an option to disable
the otherwise mandatory automatic tooltips on every form field in the BE
of 4.5?

i am trying to reenable the user setup option.. but would need some help..
maybe soem encouragement from otehr people :)
