[TYPO3-v4] removing depreciated function

One idea to make it less destructive:
1. Doing a PUBLIC list of extensions which uses deprecated functions.
This way realse manager can point to url with extensions that will break
TYPO3 4.6.
2. Send the extensions author email once a month with so ext. author
will be aware of the issue.
This should solve problem for most cases. At least user who upgrade will
be warned directly and in simple way. I know there is depreciation.log
but the solution must be easier than that.
