[TYPO3-v4] Git submodules or not?

Thanks for reminding us of this issue: The external team would have to
work differently if we drop submodules. Should be ok if the submodule
also behaves well in typo3conf/ext/... so that it can be installed as a
local extension (overriding the core's extension).
