[TYPO3-v4] Introducing the "card layout" in 4.5

Hi,

after a discussion about

being a feature or a bugfix, I thought about the plan to integrate the 
card layout in 4.5. which has been communicated as a performance 
improvement.

After playing around with that change in master I came to the following 
conclusions:

1. I like it, although it needs some polish here and there
2. It changes the behaviour of the module switching somehow radically

Thinking about customers with hunderts of editors and the maintainers of 
these installations writing editors manuals for every upgrade, I do not 
believe it is a good I idea to change the behaviour of the backend in a 
minor release.

If this goes to the 4.5 LTS it has to be communicated properly, and 
there should be a possibility to switch this behaviour off, or even 
better, it must be off by default.
