There is a project on forge 
http://forge.typo3.org/projects/typo3v46-installtool to refactor the 
install tool. Code can be found at 
https://github.com/nxpthx/TYPO3-4.6-Install-Tool-rewrite

It is already pretty advanced but did not get ready for 4.6. Take a 
look, I'm not too deep in it but several people already contributed an 
the base code should give us solid code to refactor needs and aims in 
the next run.
