[TYPO3-v4] What to do with $TYPO3_USER_SETTINGS?

As this discussion is leading nowhere for now and I want to get done 
with updating Core APIs, I have included Steffen's documentation (in 
revision 327).

If this configuration/API gets used somewhere else in the Core, it will 
be time to review what I said and turn that into something less specific.
