[TYPO3-mvc] Uncached Actions - Fluid templates

Please explain me:

Are fluid templates parsed every time in uncached actions? To me it semms so... If yes, can i configure fluid or typo3 to ignore whether the action is cached or uncached and use the cachecode allways?

I am searching for improvements on uncached pages, because the response of all pages takes ages when the cache has been cleared.
