[TYPO3-mvc] fluid links from a link wizard

hi

if there any VH that realize the magic of the link from TCA link wizard?
I mean this VH should for example create link with parameter like:

a) 123
b) 123 _blank
c) example.com _blank

etc.

How do you cope with that in your extensions ?
