[TYPO3-mvc] getting the arguments of the form?

I have some address fields.
Then I have a parishId field.

The parishId is fetched from a web service, based on the address field.
But it should only be fetched/updated if the address fields are changed.

Also, if the parishId is changed manually i need to make a check on it.
