In Extbase we use that to set some required defaults in FE & BE and to 
make them show up in the TypoScript browser [1].

IMO the actual issue is the requirement to manually include the static 
TS - it has been a source of confusion to newcomers and experienced 
TYPO3 developers many times. The extension install step could be better 
and ask the user whether static TS should be included (for what root 
pages)..
