[TYPO3-mvc] RFC#9174: Format.date is not capaple of locales due to missing feature in PHP

but we don't need to trigger a deprecationLog and call the regular date 
format deprecated, do we? I think both formatting types can live side by 
side.
The attached patch would be my suggestion.
