They are not quotes in the strict sense. These are real quotes:

« »
‹ ›
„ “
‚ ‘
“ ”
‘ ’

But none of them I can enter easily on my German keyboard. In other layouts things might be different.

I would only allow the following pairs:

“ ”
‘ ’
` ´

„ “ and ‚ ‘ might be confused with a comma.
« » and ‹ › are sometimes used as » « and › ‹ leading to ambiguity again.
