If the extension doesn't show up in the EM under "install extensions" 
when you have checked the flag "display shy" in EM then something is 
going wrong.

This has nothing to do with extbase/fluid.

create dir typo3conf/ext/'foo' with 'ext_emconf.php' and it WILL show up...
