[TYPO3-mvc] why omit documentation in MVCv4

Hi,

I just noticed that in the MVCv4 Fluid extension the "Documentation" 
directory is missing (compared to FLOW3 Fluid package) is this intended 
and if yes, why?
I answered this here [1] and first wanted to ask where to put info about 
this (so devs know about escaped double quotes), but then found the 
docbook documentation in FLOW3 that clearly notes the use of quotes and 
double quotes and escaping. But if I only use the Fluid extension I 
don't have this docbook document.
