[TYPO3-mvc] clearCacheCmd clears all pages all the time

Thanks for the hint.

For me this now happens even if TCEMAIN.clearCacheCmd is not set. The 
only way to enable caching now, is to set 
plugin.tx_[extensionname].persistence.enableAutomaticCacheClearing = 0
