[TYPO3-mvc] FYI: New commit rules

Hi everybody,
as you know, right now, Extbase and Fluid are almost exclusively
developed by Jochen and myself. However, more and more people in the
community get accustomed to it, and so we feel it's the right time to
open up the codebase more, and create not only a community which is
using Extbase, but also a real team which develops Extbase.
That's why we want to introduce peer reviews for Extbase as well,
similar to the way it is done in the TYPO3 v4 Core List.
So, we'll all stick to the following rules:
* all commits concerning Extbase will be posted on the typo3v4mvc list.
* If a commit is done by Jochen and me, and considered "easy", we will
just commit it and post a "FYI" email to this list. However, as we
want to stabilize the code base, we'll mostly use RFCs (see below).
* Everybody who has a patch which is ready for inclusion in Extbase
should post this to the TYPO3v4MVC list as an "RFC", in the same
format it is done in the Core List:

* Each RFC needs two +1's: One from somebody who reviewed the patch, and
the other one from Jochen or me. This rule should make sure that right
now, as we don't yet have reliable documentation, no functionality is
broken, and fits to the general concepts of Extbase and Fluid.
So, I hope this will encourage some more people to become involved in
the Development of Extbase and Fluid :-)
Aah, and there is one more thing: A warm welcome to Felix Oertel as a
new Extbase team member; he will work in the beginning mostly on
including Profiler Support in Extbase. I'm really happy to have him in
the team. Keep up the good work!
