I guess that is a matter of communication. I'd see it more as "yet 
another creation from the TYPO3 forge" which might even attract new 
developers to TYPO3 rather than distracting attention from it.
But I get your point and it sounds like a good idea to start off with a 
repository extension that runs on typo3.org.

Maybe the commenting & voting functionality could be added on top as 
flexible stand-alone extensions and simple showcases for extbase..


In any case any of this has to be harmonized and coordinated with the 
core team of course. I just wanted to collect some information and 
feedback before stirring up a hornets nest.
