[TYPO3-mvc] Access restrictions and configuration of BE-modules not working

Hey there,

I just noticed that access restrictions as well as the access 
configuration of BE-modules is not working at all. Modules can't be 
selected in user/usergroups access control (they don't appear there) and 
modules are always visible to everybody (as long as they are main 
modules or already see the main module like 'web' and the extbase module 
is a submodule of it).

There is already a ticket on forge [1] fixing the issue (can confirm it 
by testing), but the fix requires a patch in TYPO3 core, which might not 
get added. Unfortunately I don't see any other solution as the core 
patch. Anybody else with more knowledge of these core functions having 
an idea of how we could solve it on our own? Instantiating 
t3lib_loadmodules won't work, as it won't add the modules to the BE 
user/group access list.

If nobody has an idea, I'll create a ticket and RFC for the core and 
hope to get it into 4.4.1.
