[TYPO3-mvc] why omit documentation in MVCv4

Hey,

the problem is that we don't yet have a place on typo3.org to render
DocBook documentation... :-( We badly need this to put Extbase/Fluid
docs on typo3.org. Somebody started extending the ter_doc extension, and
I think it's not that complicated, as ter_doc currently converts SXW to
DocBook to HTML -- so DocBook is created in the middle anyways.
