[TYPO3-mvc] RFC #7153 Refactor the Dispatcher

Hey again,

i revised the patch and attached a new patch-file on forge.
Changelog:
  - The Tx_Extbase_Dispatcher::getPersistenceManager() returns the right 
property now.
  - canHandleRequest now behaves like 
F3/FLOW3/Utitlity/Enviroment::getRequestMethod()
  - The initial script comment used by Jochen has been added for the 
backported classes. FLOW3 only appears there and in a few comments that 
are related to the backport.
  - WebRequest->send() returns the Content instead of doing an echo.
