[TYPO3-mvc] controller without model?

Sure, that is perfectly fine conceptually.

That a Controller often is responsible for dealing with one kind of
object is merely a rule of thumb - so if you have good reason (like you
have), or another layout for your Controllers, that's fine.

So, I'd do the same as you - just create a Controller not relating to a
model.
