[TYPO3-mvc] TYPO3 (TSFE) uses config.locale_all, fluid does not

Hey,

if ViewHelpers need some refinement, and they especially have a breaking
change, it is totally valid to place them in the ViewHelper incubator
:-) Same has happened with the improved For-ViewHelper until it has been
included in Trunk.
