The count is always taken over all items in the basket. Only in
tt_products 2.8.0 you have the additional possibility to add a SQL where
condition. This allows you to have different reductions for different
products.
Without any SQL where conditions it does not make sense to repeat the
same calculation of line 10 with the lines 20 and 30.
