[TYPO3-shop] No tax outside of country

Hmm, somethings not right with that I think (on 2.6 now).  It gives me a 
massive country list, and Canada isn't in the list.  The list is out of 
alpha order too.

If I comment out the where line, Canada shows up in the list.
