[TYPO3-shop] No tax outside of country

I'm trying to set it so that no tax is charged outside of Canada, I've 
evidentally got something wrong with the below though, when I add in the 
10.where line, I get a mysql error on the website (mysql_fetch_assoc(): 
supplied argument is not a valid MySQL result resource in 
/home/allergy/typo3_src-4.1.5/t3lib/class.t3lib_db.php on line 796), and 
  the cart pops up a "you have not entered your country" message.

I'm using the useStaticInfoCountry=1 and have the country dropdowns, 
they seem to work find unless I add the 10.where line.

Where have I erred? Also, will this kill all tax outside Canada, or just 
the tax on shipping?  If shipping,  do I need to then do similar under 
payment?
