A user just contacts any developer he wants or/and also the head of
development for the shop extension. Then the develper implements the new
features. The TYPO3 developers can be found on the mailing lists and
forums. If a developer himself wants to get paid he will have to contact
shop providers himself and offer his service. Or he contributes to the
development free of charge in the beginning. The offers for donations
will come later.

But there is also the possibility to write some features and demand
money before they will get published. Maybe the TYPO3 organisation can
collect the money to pay the developer then.

For the commerce extension the collection of money has already started.

For tt_product anyone can contact me and tell me when he wants his
changements in the code to come into the next version. Contact Volker
Graubaum for the commerce extension.

It would be good, if the TYPO3 organisation could collect the money for
the development. But usually it would be enough just to bring together
the customer and the developer of his choice. They have to arrange
themselves for features and payment issues.
