styles.content.get is a default definition of the CONTENT cObject. What is

USER on the other hand, outputs the return value of a PHP function.
In this case you do not need a content object.

The CONTENT cObject takes its rendering definition from the tt_content part 
of the TypoScript. If you open tt_content.list.20, then you will see that 
the definition of the news plugin is indeed a USER object.

If you use CONTENT, then you can configure the plugin via the page module. 
If you use USER, then you have to set everything with TypoScript.
