[TYPO3-ttnews] allowed/visible categories in BE user group

I am struggling with this: 

-           I have a BE user, who is allowed to create/change news categories 
-           But just after having done this, there is no option to select the new category in a news-plugin or news-item

Only when an admin changes the allowed/visible categories in the BE USergroup. 
 
I am trying to chance this, so the user has direct access to the new category. 

It seems this is the way to do it: 
-           In BE-USergroup > Options > TSConfig 
I have input: 

options.useListOfAllowedItems = 0 
 
But this does not change anything. 
 
How to solve this?
