[TYPO3-ttnews] output only translated records with ext:news

As a work-around, you could try using additional folders that contain
records for such cases and assigning them in localized plug-in records.
Create:
news (all languages)
news (second language only)
news (third language only)
Then localize the plugin record and assign different starting points:
standard language: news (all languages)
second language: news (all languages), news (second language only)
third language: news (all languages), news (third language only)
In the folders "news (second language only)" and "news (third language
only)", create a dummy standard language records and localize it for the
second or third language, respectively.
Not pretty, but it works.
