there are tons of options, I gueess you wanna set the target page ID
with TS?

just set something like plugin.tx_news.settings.fobar = 123 and you can
then access this in fluid with {settings.fobar} and could use it e.g. like

<f:link.page pageUid="{settings.fobar}">your link</f:link.page
