[TYPO3-ttnews] Notify editor on submission?

There are many places in Typo3 where this kind of notification would
be useful. I believe the old "Workflow" extension or something names
similar was intended to allow this kind of thing but to my knowledge
no one has been actively developing such a thing for > 4.1.x

(Of course, if I am mistaken I sincerely hope someone will correct me!)
