Q: Where to look:
A: #1 at http://www.google.lv/search?q=feed+validator
Q: Where should XML file be located?
A: Does not matter. Anywhere.
More info: tt_news does not produce a valid RSS feed by default. It needs dancing around and fixing things like guid, etc. However tt_news makes almost valid ATOM feed. You may want to try that instead of RSS.
