[TYPO3-ttnews] Translated phrase charset problem .

By this way ... the _LCOAL_LANG problem in converting to unknown characters is solved ... 

But I'm seeking around locallang.xml translated phrase problem which continues in converting to "?" question marks .

The problem is not specific to tt_news ... Any extension has the same problem . 

Any help is appreciated .
