[TYPO3-ttnews] Translated phrase charset problem .

Hi Ahmad,

A couple of things you can check:

- When you were trying to translate the local strings default I assume 
you meant that you were editing the tt_news 'locallang.xml' file? If so 
make sure that the editing software you are using supports UTF-8. On 
Windows EditPlus[1] is an excellent Notepad replacement and has full 
UTF-8 support.

- If you want to use the 'tt_news' _LOCAL_LANG setup make sure your 
backoffice is configured to run in UTF-8. This can be done via the 
following setting in your 'localconf.php':

$TYPO3_CONF_VARS['BE']['forceCharset'] = 'utf-8';

- Also for a full UTF-8 setup, if you are using mySQL 4.1+, make sure 
you have the following setting in your 'localconf.php':

$TYPO3_CONF_VARS['SYS']['setDBinit'] = 'SET NAMES utf8;';

Though this will not have any impact on your 'tt_news' label translations.
