[TYPO3-ttnews] Permissions on Userbasis possible ?

Hi list,

usually this:
plugin.tt_news.general_stdWrap.editPanel.allow = new, edit, delete
in the page setup defines which actions are allowed.

Is it possible to have this on userbasis ?
Simply putting this line in user TS does nothing, what has to be done ?
