It sounds like a permission problem. Make sure that all the folders are  
owned by the apache user (nobody, apache, or www-data, or something  
similar to that), and that the owner has write permissions on the folder  
(chmod it to 0744 or 0774 if your apache user is in the group that owns  
the file, but not the owner itself).
