[TYPO3-templavoila] Limit to languages: can't localize FCE's

Hi,

I need to create BE users that have "limited to language" enabled to 
e.g. Spanish. In list module I'm able localize tt_content records but 
in TV Page module there seems to be no method to localize a FCE content 
element. Is it possible for users with no access to the default 
language to localize a FCE from the TV Page module?
