Hi,

do you have something like tidy active? Try compare the div id's, maybe 
some tool is rewriting DOM.

You also could check:
* open page module in new tab
* open firebug console
* type in: Sortable hit Ctrl+return
you should see Object { SERIALIZE_RULE=,  more...} in console, click on 
it and explore if something is in sortables
