[TYPO3-templavoila] Core handling of flexforms for users without access to default language

Hi,

i have a patch pending in core list regarding flexforms and editors who 
don't have access to the default language.
I have sent reminder #5 yesterday, but maybe it's time to ask here for 
reviews, since that issue will most likely happen when you use TV:

When a field of type "flex" is drawn, there is a check if the user has 
access to language 0. If he does not, there are no controls to add new 
or remove existing sections! Imagine you set langDisable to 1 in your DS 
and localize the element with a completely new record in tt_content -> 
the editor can't even remove the sections that are automatically copied 
to the record.
