No, that should not have anything to do with it.

Absolutely, drop down menus are done all the time. If you can code it will static HTML then TYPO3 can be made to output it.

Only the menu section has a drop down because it is the only one with subpages.

Learning TypoScript can be overwhelming when first learning, especially if you cannot be a part of a user group, but once you get it down it is really cool. 

I do think that learning TypoScript is often harder than it needs to be. As I look back I think it would have been easier for me if it were explained to me differently. I am working on a project that may help with learning both TypoScript and TYPO3 site building in general.
