There's a skinning guideline in the making. It's on my desk for review
before publication. I don't think that it really covers the topics you
mentioned above however, although it could be worthy additions for the
next version. As far as I remember from the first draft that I read,
it's more about directory structure, naming conventions, etc., which is
already very good because it was missing until now.
So it's not really an answer to your mail, but I still thought that it
was worth mentioning.
