[TYPO3-templavoila] Public Release of the TV Framework I Use

I use it in my daily work so it will be compatible. Although I have  
made small code adjustments for the backend enhancement, the framework  
is still compatible with stock versions of TV and TYPO3 (simply the  
backend will not be quite as clean but it is still usable). If you use  
my adjustments then you can achieve the full backend look.
