[TYPO3-templavoila] Disabled Website Language still available in Localization View

Okay it seems that it has no effect for admins only - for a normal 
editor a disabled website language is not available in the localization 
view.

So with this behaviour it's okay for me, although it's confusing me a 
little bit :)
