[TYPO3-templavoila] Check if container element is empty or not from Typoscript Setup.

I guess this issue has been discussed before. But I try nevertheless.
I want to load an alternative css file if a specific container element 
is empty (in my case the right column container field).

But I haven't been able find any solution to get this data to the 
Typoscript Setup.
Is this (still?) completely impossible?
