[TYPO3-templavoila] TCAdefaults doesn't work with Wizard

tt_content.sys_language_uid should be set to -1 (all Languages)
Recommended by Kasper in the Localization Guide.

A long time ago there was a bug which was resolved by Robert:

0001334: It's not possible to preset tt_content fields in User 
TSConfig when using TemplaVoila.

The funny thing:

TCAdefaults.tt_content.header = someheader

works.
