[TYPO3-templavoila] User-access to DS/TO ?

Hello dear Listmembers,

i disallowed access to DS and TO of a Page template for a specific  
User-Group.
But members of this group are still able to create new Pages (over  
the Pagewizard) using the disallowed DS and TO....

Did i missunderstand the benefit of this function, or is there a  
reason for this behaviour ?
