[TYPO3-templavoila] tv and workspace permissions

Hello,

I was wondering, I have a BE user who has access to one workspace. He also  
has write access to create and edit content on two pages only. However, I  
cannot create and CE's with him. I can make a new one, but it will  
automatically go into the non-used elements list, I cannot link them to  
the actual page.
What kind of permissions do I need to set for him?
