[TYPO3-templavoila] Localization is not respected when migrating a traditional site using the "Functions" module

Hallo,


There is a bug when referencing elements using the "Web > Functions" module.

Localizations of the page get not used and thus only the default-language content
elements get inserted.

I created a patch which solves this problem:

The only thing about it which is not so nice is that with the patch you have the same
method

"getAvailableLanguages" in two classes .... the same code twice is never a good thing.

It would be nice to move this method out to the API class - I think this would be the
correct place.
