[TYPO3-templavoila] new_tv_site.xml. Exporting to XML?

Hi Robert and others.

I have a project where I need to add a feature to TV.
The feature is that I can choose between a set of sample-pages when 
creating a new site with the TV-wizard.

Now I see that the default sample-pages, including pictures and 
everything is packaged into a XML-file called new_tv_site.xml.

Then the question is if this package is handmade or if it's an export. 
If it's an export, what tool can I use for this?
