There are two ways to achieve this, either use elevation as described by
Olivier or use boosting.
If you have a concrete mapping of search term(s) -> best/wanted
document(s), the use elevation.
For your second case I'd probably use boosting through boost functions
or boost queries probably.
Those are described in the Apache Solr wiki

simplest solution here would be sorting :)
Otherwise a boost function or query would work here too
